"Lil Scoot" was designed by engineer Dave Matsura for marlin fishing on the Encounter in the waters off Southern California and Baja. Aspects of the lure, such as the flat top, are derived from a culmination of designs borrowed from old California classic marlin lures, like the Koga head and the Scooter Squid. They were refined into a more stable and straighter running jig.

The Lil Scoot is 12' long with a 3/4' diameter, making it a perfect long corner or rigger lure for striped marlin. This lure is being run by most of the top Southern California tournament crews, and has raised a huge number of fish since its development.
